The Shield, more than a Captain America rip off?

At first glance The Shield looks like he stole his suit from Captain America and is DC trying to get in on the popularity, but then as you start to read into the first few issues you start to see differences between the two characters such as the ability to fly, and although I know that Cap started out working for the army, since he got thawed out he hasn't, and Shield is a soldier in the army and the way the story explains everything basically they own the suit that gives him power and it's so technologically advanced that they can basically monitor him no matter where he is making it impossible for him to go rogue. Anyway it's a decent read and only has 3 issues out as of this post so it shouldn't be too hard to find them my #1 piece of advise for this series would be, as you're reading it don't instantly look at the whole thing as a Captain America knock off
